Strengthen Your Roof (SYR) is a grant program run by the North Carolina Insurance Underwriting Association (NCIUA) that pays up to $10,000 toward a new roof built to the IBHS FORTIFIED Roof standard. It exists for one reason: the homes most exposed to hurricane and nor’easter wind are the ones on the open Atlantic side of the barrier islands, and a FORTIFIED roof is the single upgrade proven on a hurricane test wall to keep the roof on and the water out. The grant is a reimbursement cap, not a check up front. If your FORTIFIED roof costs more than $10,000 you receive the full $10,000; if it costs less, you are reimbursed the actual cost. There are no invented prices to quote here, because every roof is sized and priced to your home, but the ceiling on the grant is a firm $10,000.
The $10,000 grant vs the $6,000 grant: which one is yours
This is the part most homeowners get wrong, so read it carefully. North Carolina runs two separate FORTIFIED grant programs, and the $10,000 figure applies to only one of them. The $10,000 Strengthen Your Roof grant is for the Outer Banks and Barrier Islands, NCIUA territories 110 and 120, the strip of coast east of the Intracoastal Waterway. Everywhere else on the coast, the 18 mainland coastal counties in territories 130 through 160, falls under a different program called Strengthen Your Coastal Roof, which caps at $6,000. Who qualifies for the Outer Banks grant

This changed recently and it matters for your eligibility. As of November 1, 2025, only IBHS-recognized Certified FORTIFIED Roofing Contractors may install a roof that counts for the grant. There was a grace window that let other contractors finish in-progress work, and that window closed on May 31, 2026. After that date, a roof installed by a non-certified contractor will not earn the designation and will not be reimbursed, no matter how well it is built.
